Guest registration in Catalonia 2026: the Mossos d'Esquadra and MossosHotels guide
Complete guide to complying with guest registration if your property is in Catalonia: registering on the Mossos d'Esquadra portal (PI-15 form), submitting individual guest cards or bulk files, and how digital check-in does almost all the work for you.

If your property is in Catalonia, the obligation to register your guests and report them to the police is exactly the same as in the rest of Spain — but the channel is different. Catalan accommodations don’t send their guest reports to SES.HOSPEDAJES: they report to the Mossos d’Esquadra through their own traveller registration portal (known as MossosHotels). This guide explains why, how to register step by step, and how to submit your guests’ data without errors in 2026.
Why Catalonia doesn’t use SES.HOSPEDAJES
Public safety powers in Catalonia are devolved to the Generalitat, and the Mossos d’Esquadra perform in their territory the functions that the National Police and Guardia Civil perform elsewhere in Spain. Traveller registration is one of those powers.
When the Ministry of the Interior launched SES.HOSPEDAJES under Royal Decree 933/2021, the Generalitat’s Direcció General de la Policia established that Catalan accommodations must keep reporting through the Mossos platforms, pending their update. The legal basis of the Catalan channel is Order IRP/418/2010 on the communication of lodged persons’ data.
In practice:
- If all your properties are in Catalonia, you don’t need a SES.HOSPEDAJES account or the Ministry’s Web Service credentials.
- If you have properties both inside and outside Catalonia, you need both channels: the Mossos for the Catalan ones and SES.HOSPEDAJES for the rest.
Who is obliged and what must be reported
The obligation covers every lodging establishment in Catalonia: hotels, hostels and guesthouses, tourist-use homes (HUT), rural houses, hostels, mountain refuges and campsites. It also covers property managers (for instance an agency managing several tourist homes), who can register with their own user account.
The data is the guest report (parte de viajeros): each guest’s identity and document, arrival and departure dates, contract and payment details, and the family relationship when minors are travelling. Two important rules:
- The deadline is 24 hours from each traveller’s arrival, and you only report new arrivals (no re-sending guests you already reported).
- The documentary register must be kept for 3 years (RD 933/2021). Important: the Mossos portal keeps no history of what you send — always save the submission receipts yourself.
Also, the Spanish national ID (DNI) is mandatory from age 14 (art. 9 of Organic Law 4/2015), and the portal offers a guest notice poster in five languages you can download and print to inform your guests of the registration obligation.
Non-compliance carries the same penalty regime as in the rest of Spain (Organic Law 4/2015): fines from €100 to €600 for minor infringements and from €601 to €30,000 for serious ones, such as not being registered as an obliged party or not reporting the data.
How to register on the Mossos portal (PI-15 form)
Access is at mossos.gencat.cat, under Services and procedures → Traveller registration for lodging establishments. Registration is processed with the PI-15 form:
- Fill in the registration form (PI-15) with the establishment’s details (trade name, tax ID, NIRTC — the registration number in the Catalonia Tourism Registry —, type, address, coordinates, contact) and the owner’s details. Every field is mandatory except fax and the manager section.
- Print and sign the form. When the pre-registration is generated you’re given a number — keep it.
- Scan the documentation: the DNI / NIE / NIF / passport of every person named on the form, plus the town-hall licence or the Catalonia Tourism Registry number.
- Submit it online from the portal’s Send PI-15 option, attaching the signed PI-15 as a PDF and the documentation (up to 8 files of 5 MB, 15 MB total).
- Wait for the URPA (Regional Administrative Police Unit) to contact you with your username and password. The username is your establishment’s police identifier (9–10 characters) — note it carefully, as it also names the files you’ll upload.
- On your first login you must change the password. It never expires, and more than three failed attempts lock the account (recover it with “Forgot your password?”, using the police identifier and the email from the PI-15).
A useful detail for managers: if the owner and the manager both want to report guests of the same establishment, each needs their own user account; and a single user can group several establishments with the “Hotel reassignment” feature.
In duly justified exceptional cases (art. 4 of Order IRP/418/2010), registration and reporting can be done by fax, post or in person at a police station.
How guest reports are submitted: individual cards or a bulk file
Once inside the portal you have two working modes, configurable under Establishment maintenance → Associated establishments:
Individual guest cards
This is the manual mode: with New card you enter each guest’s data (record type “ongoing contract” or “reservation”, contract details and personal details), accept, and once everyone is loaded you press Send cards. The portal confirms with “Operation completed successfully” and offers to download the submission receipt — always save it, because the portal keeps no history.
Before sending you can search a card by document number to review, edit, print or delete it.
Bulk traveller files
If your software generates a file with the official structure (the one in the Resolution of 14 July 2003 of the Secretary of State for Security, with the current adaptations), you can upload it directly under Traveller information submission → Bulk traveller files. The format is strict:
- The file name is the police identifier + a three-digit sequence (
08043AAR02.001… up to.999, then it wraps around). - It’s a plain-text file with one line per record: an establishment line (with date, time and number of travellers in the file) and one line per traveller with 32 fields separated by the
|character — document, name and surnames, sex, birth date, nationality, arrival and departure dates and times, contract, payment, contact details, minors’ family relationship and postal address. - Alphabetic values go in UPPERCASE, several fields use closed code lists (document type, sex, payment type, family relationship) and the portal validates the whole file: a single malformed field rejects the entire upload.
If the file is valid, the portal shows the same submission receipt as the card mode.

Automatic generation of the official Mossos TXT file is the next step on our Catalonia roadmap, and when the Generalitat enables an online submission channel (today there is no public API), we’ll integrate it so submission becomes 100% automatic — just like it already is with SES.HOSPEDAJES in the rest of Spain.
Frequently asked questions
Do I need to register on SES.HOSPEDAJES if all my properties are in Catalonia?
No. Catalan accommodations report exclusively to the Mossos d’Esquadra. You don’t need a SES.HOSPEDAJES account or Ministry credentials, and in HazCheckin you can activate your property without that step.
I have properties in Catalonia and in other regions — what do I do?
You need both channels: MossosHotels registration for the Catalan establishments and SES.HOSPEDAJES registration for the rest. In HazCheckin each property uses its channel automatically based on its postal code: the ones outside Catalonia send their guest report to SES with no action on your side.
Does the Mossos portal keep a history of my submissions?
No. The website doesn’t store the travellers you send, and the police won’t hand that data back afterwards. Download and keep each submission receipt; you must keep the documentary register for 3 years.
What about minors?
Their data is reported too. For ongoing contracts, the birth date is mandatory and for minors you must state the family relationship with the responsible adult. Remember the DNI is only mandatory from age 14.
What if I can’t submit online?
For duly justified special reasons (art. 4 of Order IRP/418/2010), reporting by fax, post or in-person delivery at a Mossos police station is allowed, after writing to the Director General de la Policia.
Is there support if the portal gives me trouble?
Yes. The Mossos traveller-registration User Support Service operates 24 hours, 365 days a year: phone 93 486 84 26 and an incident form on the portal itself (you’ll need your police identifier).
