What is the parte de viajeros (traveller report)?

The parte de viajeros is the mandatory report of guest data that every accommodation in Spain must send to the authorities through the Ministry of the Interior's SES.HOSPEDAJES platform, under Royal Decree 933/2021. It replaces the old paper guest register.

Who must register travellers?

All lodging establishments are obliged —hotels, hostels, guesthouses, campsites and short-term rental homes— as well as rental platforms and intermediaries and vehicle rental companies. The obligation falls on the operator of the activity.

What does Royal Decree 933/2021 establish?

RD 933/2021, of 26 October, sets the documentary registration and reporting obligations for those running lodging and vehicle-rental activities. It took effect in 2022, but reporting data to SES.HOSPEDAJES has been mandatory since 2 December 2024.

What is the deadline to submit the traveller report?

Reporting must be immediate and, in any case, within a maximum of 24 hours. The clock starts when the booking or contract is formalised (or cancelled) and at the start of the stay. Data for guests under fourteen is also included.

What data must be sent to SES.HOSPEDAJES?

Around 18 data points of the main traveller are reported —full name, sex, date of birth, nationality, document type and number, support number, address, phone and email— together with details of the booking, the stay and the payment method.

How long must the data be kept?

Registration data must be kept for three years from the end of the contracted service. After that period it must be securely deleted. Keeping it longer than necessary breaches the GDPR storage-limitation principle.

Which authorities receive the traveller report?

Data is centralised in the Ministry of the Interior's SES.HOSPEDAJES platform and made available to the security forces: National Police and Guardia Civil, plus regional police where competent, such as the Mossos d'Esquadra in Catalonia or the Ertzaintza in the Basque Country.

What are the penalties for non-compliance?

Failing to register or report data may be an infringement under Organic Law 4/2015 on the protection of public safety, with fines that can reach several thousand euros depending on severity. Timely compliance avoids risks and official requirements.

How does the GDPR affect guest registration?

Guest data is personal and must be processed under the GDPR and Spain's LOPDGDD: clear information to the traveller, a purpose limited to legal compliance, appropriate security measures, and storage restricted to the three-year period. It cannot be used for marketing without a legal basis.

How to submit the traveller report to SES.HOSPEDAJES step by step

These are the steps to comply with RD 933/2021, from registration to submitting and retaining the data.

    Register as an obligated party

    Sign up on the Ministry of the Interior's electronic office and get your SES.HOSPEDAJES access credentials for your establishment.

    Collect the data at check-in

    Capture the ID document and the personal and contract data of each guest at check-in, including guests under fourteen.

    Verify identity

    Check that the document is valid and the data matches the traveller to avoid errors and incomplete records.

    Generate the complete report

    Fill in every mandatory field required by the RD 933/2021 annex: traveller, booking, stay and payment method.

    Submit to SES.HOSPEDAJES within 24h

    Report the data to the Ministry's platform within the deadline, via automatic web-service submission (XML) or manually.

    Retain and delete the data

    Keep the record for three years from the end of the stay and, once the period is over, delete it securely in line with the GDPR.
